The object of the research is the institute of electronic monitoring of convicts and other categories of controlled persons in the penal system of some foreign countries. The subject of the research is the legal framework, application practice and institutional models of electronic monitoring in the USA, France and Germany. The purpose of the work is to identify the specifics of the functioning of electronic monitoring in these countries, compare their experience with Russian practice and determine the directions of its adaptation, taking into account the specifics of the domestic penal system.
