Abstract (English):
The problems associated with the recruitment of personnel, depending on the characteristics of each structural unit, can be attributed to the penal system, law enforcement agencies, the fire service and the civil service as a whole. This article discusses in detail the issues of staff turnover, as well as the recruitment and retention of law enforcement officers. The issue of personnel training in departmental higher educational institutions of law enforcement agencies and the training of qualified specialists was raised. The process of becoming a candidate for a position and then securing it in law enforcement agencies was also considered. In addition to graduates of departmental universities, citizens who have never connected their lives with service in law enforcement agencies come to the service. It was made an attempt to define with what enthusiasm they come to serve in law enforcement agencies, and what problems they face in the process of adaptation.
