The article draws attention to a previously unexplored scientific topic: the issues of determining the content, role and place of the penitentiary and pedagogical process in places of detention of the Russian Soviet Federative Socialist Republic (RSFSR) in the second half of the 1920s. The problem of the organization and implementation of the penitentiary and pedagogical process in line with the penitentiary education of prisoners through the space of cultural and educational work, disclosed in the report of Yuri Yurievich Bekhterev at the First All-Union meeting of penitentiary leaders in Moscow in October 1928, is being discussed. The conceptual idea of the article is expressed in the proposal of a historical and pedagogical reconstruction of the penitentiary and pedagogical process. The article discusses the features of educational work in places of detention, tasks, properties, principles of the penitentiary and pedagogical process. The professional, pedagogical, psychological and personal characteristics of the organizer of such a process, its methodological and resource support are formulated. It is concluded that in order to realize an organic combination of relevance and historicity, as required by the Concept of Scientific Support for the Activities of the penal system of the Russian Federation for the period up to 2030, through knowledge of the historical and pedagogical past, gaps in scientific knowledge are filled through introduction of previously unexplored or poorly researched historical and pedagogical material into circulation. The scientific and practical reflection of such pedagogical science sources is necessary to use the historical and pedagogical heritage as achievements of Russian penitentiary pedagogy; to identify in it the most relevant historical and pedagogical ideas and approaches for updating the process of training modern personnel for the Russian penal system; to develop their professional competencies necessary for the effective organization of the educational process with convicts.
